New Guidelines for School Transport: With a view to ensuring safe transportation of school children as well as to reduce school bus road accident, Punjab government has implemented a Safe School Vahan Scheme. All the district transport offices have been ordered to implement the rules strictly.

Safe School Vahan Scheme

Various schools were not serious regarding maintenance of the vehicle, qualification of drivers, women attendants, installation of CCTV camera etc leading to many accidents and mishaps.


Schools have been asked to provide details of their vehicles that include registration number, vehicle type, seating capacity, speed governor etc.

Instructions following guidelines of the Supreme Court have been provided regarding qualification for drivers and conductors of school buses. School Vahan Scheme has been formulated to take strict measures and remove loopholes regarding transportation of school children. The scheme is divided into three parts.

Safe School Vahan (Education Institution Bus)

This is regarding omnibus owned by educational institutes for carrying its students and staff. Specific standards have been set up for bus body design and approval to maximize safety and minimize the severity of injuries if an accident happens. Strict measures regarding stop signal arm, speed governor, reacting steps etc have been taken.

Requirements regarding the identification of the vehicle, emergency exits and other safety measures have been specified clearly. A committee has been set up which will meet every month and school inspection plan will be carried out.

Safe School Vahan (Four Seater Euro IV Motor Cab) For the Urban & Rural Schools

In urban & rural areas where metro services, BRTS or city bus services are unavailable, the ‘Alwar Vahini’ project has been launched in which Euro IV compliant 4 wheeler Motor Cab vehicles have been introduced which replaces old autos, tempos and vikrams in co-ordination with RTO , Punjab National Bank, UIT Alwar and Bhiwadi and Co-Operative Societies.

Punjab Bank has provided the loan to the applicant with no collateral, whereas district transport offices have allotted the route permits. Soft skill training to the drivers, group insurance, ID card etc has been taken care of by UIT Alwar and Bhiwadi.

Safe School Vahan (For Government Schools)

For safe and reliable transportation to school children in rural area, a sub-committee is constituted. It formulates time-table of state-run buses for school children and makes route planning. From time to time, it submits its recommendations to the district level to interdepartmental committee.

Safe School Vahan will ensure that school children get safer transport.
